Does the brochure outlining recommended standards for sexuality education serve as a proposed manual for sexual education in Romania? No, that's not true: there is no approved or proposed manual for sexual education in Romania, as this is not a standalone topic in the curricula. This document, dating back to 2010, is a framework jointly developed by the World Health Organization (WHO) Regional Office for Europe and Germany's Federal Centre for Health Education (BZgA). Its purpose is to help adults introduce age-appropriate information about sexuality and self-discovery to children.

The claim originated from a video (archived here) posted on TikTok on September 18, 2023, under the title "Progressists, the useful idiots of the system - ep. 5 SEXUAL Education".

The user first says that he is in favor of sexual education, though only with parents' consent, then says he opposes actions of sexualizing children from a very young age, giving Romania's "proposed manual for sexual education" as an example.

The screenshot he points to does not show a sexual education manual, but the Romanian version of the framework titled:

Standards for Sexuality Education in Europe: A framework for policymakers, educational and health authorities and specialists.

The aim of this document is to offer practical guidance to different stakeholders and professionals for preparing curricula or "to support arguments for introducing holistic sexuality education in the European countries of the WHO Region".

Romania does not have any officially approved or proposed sexual education manuals, and there is no dedicated standalone sexual education class. In 2022, regulations were introduced for sexual education within schools, but it falls under the broader category of Health Education. This instruction is specifically for 8th-grade students and older, and it can only be provided with written parental consent.

The speaker particularly criticizes a matrix in the framework that structures types of information according to different age groups, including a 0-4 year category:

At the age when the baby doesn't know yet how to eat, barely knows how to walk or talk, it must receive the next information, according to the sexual manual: it must learn about all areas of the body and their functions, on different bodies and sexes, on body hygiene, on the difference between the own "I" and the "I" of the others.

The section labeled "1.3 Why should sexuality education commence before the age of four?" within the framework explains, that a child is understood to be a sexual being from the beginning, though differing from an adult. When a child in this age range, or any age group, exhibits particular questions or behaviors, it is imperative to respond in an educational and age-appropriate manner. This aids in fostering a positive body image, learning appropriate communication skills (for example, naming the body parts correctly), and instilling an understanding of personal boundaries, which can be pivotal in preventing sexual abuse.
