Fact Check: Parliament Did NOT Ban Romanian Pig Reproduction Or Restrict Feeding Domestic Pigs Misstates Law

Did the Romanian Parliament pass a law that bans citizens from allowing their pigs to reproduce and from feeding them spare food, at the European Union's orders? No, that's not true: the law refers to measures to be taken during the African swine fever epidemic that has been affecting Romania and it bans feeding wild swine.

The claim appeared in a video published by TikTok user @ichimstefanel_vasilica03 on April 19, 2023 (archived here) with the following description:

Azi 19.04.2023 în Parlamentul României s-a votat legea porcului, plx 578/2021 prin care PSD, PNL și UDMR interzic românilor să își reproducă porcii în gospodăriile lor și să îi hrănească cu resturile de mâncare. Această lege a fost inițiată de UDMR la ordinul UE.

Translated, the user said:

Today 4/19/2023, the Romanian Parliament voted in the swine law, plx 578/2021 through which PSD, PNL and UDMR are banning Romanians from reproducing their pigs in their households and from feeding them spare food. This law was initiated by UDMR at the EU's order.

PL-x 578/ 2021, the law the user was referring to, is meant to regulate what happens in the case of an African swine fever epidemic, from which Romania is currently facing challenges. According to safety regulators, Romania had 11 active outbreaks throughout the country on May 17, 2023.

PL-x 578, which was just adopted and ratified by the president on May 15, 2023, establishes which authorities are in charge of coordinating measures when it comes to the reproduction, transport, or feeding of domestic and wild animals.

The bill includes other animals as well, including wild boars and deer, not just pigs. When it comes to reproduction, the law focuses on larger pig farms, not individual households. And it does not ban farmers from feeding their pigs, it discourages people from feeding spare farm food to wild boars, in order to prevent the spreading of the disease.
