Fact Check: Romanian Government Did NOT Introduce Mandatory Vaccination Program in 2023 Target ≠ Edict

Did the Romanian government introduce mandatory vaccinations for citizens against a variety of ailments under its "National Health Strategy 2023-2030"? No, that's not true: the strategy, which was approved on October 20, 2023, sets targets for the public health system and aims to increase vaccination acceptance among the population.

The claim originated from a TikTok video (archived here) posted on April 20, 2023, with the caption:

Mandatory vaccination included in government's draft bill.

A secondary caption detailed:

On page 25 of the Strategy, we find that one of the targets for 2030 is 90% vaccination coverage for all vaccines included in the national immunization program and 70% vaccination coverage for at risk demographics, in relation to diseases that are preventable through vaccines.

The National Health Strategy 2023-2030 (archived here) is a "commitment" by the Ministry of Health to improve citizens' life expectancy and quality of life. It was drafted in collaboration with all the relevant stakeholders, from MPs to the National Institute for Public Health, medical and patients' associations and local authorities, and approved by the Government on October 20, 2023 (archived here). While the document requires signatories to apply the strategy in their respective capacities, it does not force any of the measures on citizens.

Page 25 of the Strategy draft, which was open to amendments in April 2023 (archived here), mentioned the vaccination targets for 2030, as the TikTok user noted, but it also stated that the goal will be achieved through "increasing vaccinations' acceptance and sustainability at any age," and not through a mandatory vaccination program.

The development of campaigns to increase vaccination acceptance is mentioned as a target throughout the approved strategy as well, but it is not deemed mandatory.
